MINUTES

TOWN OF VERMONT PLAN COMMISSION FEBRUARY 28, 2005

The meeting was called to order by the Chair, Bill Hanson, at 7:30 p.m. The Secretary certified the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mt. Horeb, on the front door of the Town Hall and on the Town Web Site www.townofvermont.com: also published in the News Sickle Arrow and the Mt. Horeb Mail newspapers.

Members present: Bill Hanson, Marian Swoboda, Donald McKay, Marc Robertson, Jim Elleson, Barbara Grenlie. Absent: David Stanfield. Steven Frame sat in place of David Stanfield.

Motion was made by Barbara Grenlie seconded by Steven Frame and carried to approve the minutes of the January 31, 2005 meeting.

PETITION #9176-- GAYLORD MICKELSON TRUST, OWNER STEVEN HOLZHUETER APPLICANT

The applicants were seeking approval to rezone 2 acres (within a 37.19 acre parcel) from Ag-1Ex to RH-1 along with home site and driveway approval on lot 3 Dalby Road. An envelope measuring 100'x150' noted the location of the home within the 2 acres. The length of the driveway from the town road to the envelope was 225'.

Motion was made by Marian Swoboda seconded by Steven Frame to recommend to the Town Board approval of the zoning request along with the home site and driveway location described in Petition #9176 on lot 3 Dalby Road. Gaylor Mickelson Trust and applicant Steven Holzhueter. After agreeing the agricultural significance of the land was minimal the motion carried. Barbara Grenlie abstained from voting.

PETITION #9193--CAREY & MIA BOMKAMP, OWNERS AND APPLICANTS

The applicants were seeking approval to rezone 2 acres within a 36.4 acre parcel from Ag-1Ex to RH-1 and to rezone the remaining 34.4 acres from Ag-1Ex to A-2 along with home site and driveway approval. The property is located off from Zwettler Road in the SW 1/4 SW 1/4 Section 7 and the NW 1/4 NW 1/4 of section 18.

Motion was made by Jim Elleson seconded by Marc Robertson to recommend to the board approval of Petition #9193 including approval of a 2 acre zoning change from Ag-1 Ex to HR-1 and a 34.4 acre change from Ag-1 Ex to Ag 2 together with approval of a home site within the two acres and a driveway leading to the home site off from Zwettler Road in the SW 1/4 SW 1/4 Section 7 and NW 1/4 NW of section 18.

After reviewing the findings from the site visit concerning the septic system and the measurements of the home site the motion on the floor was carried. Barbara Grenlie sustained from voting.

GROWING OF FRUITS AND WINE PRODUCTION

John Brings, 4182 Ryan Road appeared before the commission to inquire if the growing of fruits (apples and cherries) on agricultural land for the purpose of making fruit wine was permissible. He said he and his family intended to use four acres of ag land for this purpose. The commission felt as long as it was a family oriented business there should be no objections.

ADJOURNMENT

Motion was made by Jim Elleson seconded by Steven Frame and carried that the meeting be adjourned. The meeting was adjourned at 9:00 p.m.
